Fisheries Service seeks comments on proposal to list scalloped hammerhead sharks under Endangered Species Act

NOAA’s Fisheries Service, in response to a petition submitted by the WildEarth Guardians and Friends of Animals is proposing to list four populations of scalloped hammerhead sharks under the Endangered Species Act, two as threatened and two as endangered.

However, the species will not be listed in the majority of U.S. waters due to steps fisheries managers and fishermen have already taken to help protect these species. For example, in the U.S. Atlantic, the species is managed under a fishery management plan, with established biological catch levels to control harvest.

NOAA’s Fisheries Service is also finalizing an amendment to the fishery management plan establishing a rebuilding strategy for the northwest Atlantic scalloped hammerhead shark stock, and implementing regulations for U.S. shark fisheries in the Atlantic Ocean, the Gulf of Mexico and the Caribbean.

The listing proposals, which are based on the best scientific data available, cite threats from overfishing and inadequate management of foreign fisheries, with illegal, unreported and unregulated fishing, also known as IUU fishing, as a significant problem. Scalloped hammerhead sharks are found worldwide in coastal warm waters, which makes the problem widespread. In addition, the sharks are killed for their fins, which has significantly contributed to their decline.

“Sharks are a valuable part of our ocean ecosystems, and the sharks we are proposing to list under the Endangered Species Act are in trouble,” said Sam Rauch, assistant NOAA administrator for fisheries. “Sharks worldwide face a number of threats, and these sharks in particular, are facing threats from inadequate worldwide fisheries management to poaching for their fins.”

NOAA’s Fisheries Service will designate critical habitat for the Distinct Population Segments (DPSs) that occur in U.S. waters, if it is determined to be prudent. Of the DPSs NOAA Fisheries proposes to list, only the central and southwest Atlantic, Indo-West Pacific and eastern Pacific DPSs have areas of their range in U.S. waters.

Earlier this year, the President directed that agencies, when designating critical habitat, carefully consider all public comments on relevant science and economic impact, including those that suggest methods for minimizing regulatory burdens. Any potential future critical habitat designation will include a full analysis of economic impact, including impact on jobs, and will strive, to the extent permitted by law, to avoid unnecessary burdens and costs to states, tribes, localities and the private sector.

When a species is listed as endangered, scientists consider it in danger of extinction throughout all or a significant portion of its range. When a species is listed as threatened, scientists consider it likely to become an endangered species within the foreseeable future.

Under the proposal, two DPSs of scalloped hammerhead sharks in the eastern Atlantic and eastern Pacific would be listed as endangered, while two DPSs -- the central and southwest Atlantic population, and the Indo-West Pacific population -- would be listed as threatened. This announcement is also the final negative finding for two other populations, one that spans the U.S. northwest Atlantic to the Gulf of Mexico and another in the Central Pacific (spanning the Hawaiian archipelago).

The proposed endangered listings prohibit imports, exports and commercial activities dealing in the species. Scalloped hammerhead sharks are not a significant component of catch or bycatch by U.S. commercial and recreational fishers. Also, in the U.S. Western Pacific territories, scalloped hammerhead sharks are not a component of subsistence fisheries and are rarely caught or seen.

NOAA’s Fisheries Service anticipates few effects from these proposed listings to fishers under U.S. jurisdiction and on the activities of other federal agencies.

WildEarth Guardians and Friends of Animals filed a petition in August 2011 with NOAA’s Fisheries Service to list the scalloped hammerhead shark as threatened or endangered under the Endangered Species Act. NOAA’s Fisheries Service later determined that the petition provided sufficient information to demonstrate that listing may be warranted, and initiated a status review of the species.

NOAA’s Fisheries Service is seeking comments from the public on the proposed listing of scalloped hammerhead sharks for 60 days. NOAA’s Fisheries Service is seeking also comments on the proposed DPSs, as well as their population structure, habitat use, abundance and distribution. The agency is also seeking information on threats and planned activities that may affect the proposed DPSs and any efforts being made to protect the sharks.

After publishing a proposed rule, NOAA’s Fisheries Service considers the public comments and new information that may have been provided. NOAA’s Fisheries Service has one year to publish a final determination on whether to list the species.

The facial reconstruction of two Sailors whose remains were discovered inside the gun turret of the USS Monitor after it was raised from the ocean floor in 2002 are revealed during a ceremony sponsored by the U.S. Navy Memorial Foundation. The ceremony is part of the commemoration of the 150th anniversary of the Battle of Hampton Roads on March 8 and 9, 1862, when Monitor and CSS Merrimac fought in the first ironclad battle in naval history. Monitor sank off Cape Hatteras, N.C. later that year. While much has been learned about the physical characteristics of the two Sailors, their identities remain a mystery.

The remains of two unknown USS Monitor sailors, recovered by NOAA and the U.S. Navy in 2002 from the ship’s gun turret, were buried today, with full military honors, at Arlington National Cemetery. USS Monitor sank in a New Year’s Eve storm just over 150 years ago, carrying 16 crew members to their deaths.

“Just as the crew of the Monitor fought tirelessly to keep their ‘old-time knight in armor’ afloat, so have many worked tirelessly since her loss to keep their commitment to her, and to the 16 sailors who answered the call-to-arms of a young nation in peril, and paid the ultimate price,” said Kathyrn D. Sullivan, Ph.D., acting under secretary of commerce for oceans and atmosphere and acting NOAA administrator, in remarks at the memorial service. “One major step toward that was taken some 40 years ago, when the nation designated the place where Monitor lies as America’s first National Marine Sanctuary, marking it forever as a place of special national significance. We are gathered here today to take another major step, laying two of her sailors to rest in the hallowed ground of Arlington National Cemetery. As we do so, let us all reaffirm our own commitment to forever remember the work of the Monitor and insure her story is told to our children’s children.

“As keepers of the USS Monitor National Marine Sanctuary, NOAA is committed to protecting the final resting site of this ‘little boat’ and her valiant crew, and to assuring that the memory and the legacy of the Monitor and her crew are preserved and passed on to future generations,” she added.

Sullivan was joined in making remarks by Ray Mabus, secretary of the Navy, and James McPherson, Ph.D., Pulitzer prize-winning Civil War historian, at a service attended by members of Congress, the military and family members descended from the original USS Monitor crew.

RDML Gerd Glang, NOAA director of the Office of Coast Survey, served as the NOAA Corps escort officer for the formal military services and traditional caisson carriage procession to the grave site. The site sits adjacent to the memorial for NASA astronauts killed in the explosions of the Challenger and Columbia space shuttles.

NOAA and the Joint POW-MIA Accounting Command in Hawaii worked for 10 years to try to identify the sailors including trying to match DNA of family descendents with that from the recovered remains.. Last year, NOAA released forensic reconstructions of the sailors’ faces, showing what they may have looked like while aboard the ship. Neither effort has resulted in identification of the remains to date but efforts are ongoing.

For more than a quarter of a century, NOAA has forged and maintained an enduring bond to the legacy of USS Monitor and its crew. In addition to trying to identify the two sailors, NOAA has carried out numerous research expeditions at the site, including working with the Navy and other partners to recover important artifacts.

"This interment honors the sacrifice of a courageous crew and commemorates an important battle fought 151 years ago when, for the first time iron-clad ships clashed in naval warfare, signaling the end of the era for wooden ships," said Secretary of the Navy Ray Mabus. "While Naval tradition holds the site of a shipwreck as hallowed ground and a proper final resting place for sailors who perish at sea, this ceremony pays tribute not only to the two sailors being interred, but to all who died when Monitor sank so many years ago during the Civil War. Little is certain in military service, but we can guarantee the Navy will always remain committed to honoring those who pay the ultimate price defending our nation."

The area around the shipwreck became the first National Marine Sanctuary in 1975, Since then, research at the Monitor site has focused on documenting the wreck in detail and understanding how it has been affected by natural deterioration and human activities. Many of the iconic Monitor artifacts were recovered – including the rotating gun turret – and are being housed and displayed at The Mariners’ Museum in Newport News, Va.

Designed by Swedish inventor John Ericsson, USS Monitor is best known for its Civil War battle with the Confederate ironclad, CSS Virginia, in Hampton Roads, Va., on March 9, 1862. The engagement marked the first time iron-armored ships clashed in naval warfare and signaled the end of the era of wooden ships. Less than a year later, while being towed to a new field of battle, USS Monitor capsized and sank 16 miles south of Cape Hatteras, N.C. in 240 feet of water.

To date, no trace of the other 14 missing members of the crew has been found.

NOAA, in an effort to identify the remains, last year worked with the Navy and Louisiana State University to reconstruct the men's faces. In December, NOAA dedicated a memorial at Hampton National Cemetery to honor all 16 members of the crew who lost their lives when the USS Monitor was lost.

Primary GOES-R instrument cleared for installation onto spacecraft

A key instrument that will fly on the Geostationary Operational Environmental Satellite – R
(GOES-R) spacecraft, NOAA’s next-generation of geostationary satellites, is cleared for installation on the spacecraft.

The Advanced Baseline Imager, or ABI, is GOES-R’s primary instrument for scanning Earth’s weather, oceans, and environment and is a significant improvement over instruments on NOAA’s current geostationary satellites. The ABI will offer faster imaging with much higher detail. It will also introduce new forecast products for severe weather, volcanic ash advisories, fire and smoke monitoring and other hazards.

“The United States is home to some of the most severe weather in the world including tornadoes, hurricanes, snowstorms, floods, and wildfires,” said Mary Kicza, assistant administrator for NOAA’s Satellite and Information Service. “The ABI offers breakthrough technology that will help NOAA develop faster and more accurate forecasts that will save lives and protect communities.”

The first satellite in the GOES-R Series is currently scheduled for launch in early 2016. GOES-R’s instruments will also feature improved lightning detection and solar weather monitoring tools, and will provide near real time data to forecasters during severe weather events.

The ABI has two scan modes. It will have the ability to continuously take an image of the entire planet, or a full disk image, every five minutes compared to every 30 minutes with the current GOES imager. It also has an alternative, or flex mode, which will concurrently take a full disk image every 15 minutes, an image of the continental U.S. every five minutes, and smaller, more detailed images of areas where storm activity is present, as often as every 30 seconds. This kind of flexibility and increased frequency of images is a boon for forecasters.

In early 2014 the ABI will be shipped from its developer, Exelis, in Ft. Wayne, Ind., to the spacecraft developer, Lockheed Martin Space Systems Co. in Littleton, Colo., to be installed onto the first GOES-R spacecraft. Lockheed is building the spacecraft for the GOES-R series.

The remaining GOES-R instruments to be delivered are:

Geostationary Lightning Mapper, which will provide continuous surveillance for the first time of total lightning activity from geostationary orbit over the western hemisphere; Space Environment In-Situ Suite, which consists of sensors that will monitor radiation hazards that can affect satellites, radio communications and navigation systems; Solar Ultraviolet Imager, a high-powered telescope that observes the sun, monitoring for solar flares and other solar activity that could impact Earth by disrupting power utilities communication and navigation systems and causing damage to orbiting satellites and the International Space Station; and Magnetometer, which will provide measurements of the magnetic field surrounding Earth that protects the planet from charged particles released from the sun. These particles can be dangerous to spacecraft and human spaceflight. The geomagnetic field measurements will provide alerts and warnings to satellite operators and power utilities.

A sixth instrument, the Extreme X-Ray Irradiance Sensor (EXIS), was completed in May 2013 and was the first of GOES-R’s instruments to be ready for integration.  EXIS will provide important early warnings of impending solar storms and give scientists a more accurate measure of the power of solar energy radiating toward earth, which can severely disrupt telecommunications, air travel and the performance of power grids.

NOAA manages the GOES-R Series program through an integrated NOAA-NASA office, staffed with personnel from both agencies and located at NASA’s Goddard Space Flight Center in Greenbelt, Md.

NOAA assumes full operational responsibilities of environmental satellite

A recent major milestone to develop the next-generation of polar-orbiting satellites was reached when operational control of America’s newest environmental satellite was transitioned to NOAA. These satellites are critical to providing advanced warning for severe weather including tornado outbreaks, heavy snowfall, hurricanes, heat waves, floods, and wildfires.

Data from the Suomi National Polar-orbiting Partnership (Suomi NPP) satellite will continue to strengthen NOAA’s ability to predict severe weather days in advance. Suomi NPP data are also used to generate dozens of environmental data products, including measurements of clouds, vegetation, ocean color, and land and sea surface temperatures.

The Suomi NPP mission is a bridge between the current fleet of polar-orbiting satellites and NOAA's upcoming Joint Polar Satellite System (JPSS), scheduled to launch in 2017. Suomi NPP is operating new, sophisticated Earth-observing instruments that NOAA is using to support improved weather forecasts.

“The future is now for NOAA satellites,” said Kathryn Sullivan, Ph.D., assistant secretary of commerce for environmental observation and prediction, deputy administrator and acting chief scientist at NOAA. “The handover marks the dawn of the JPSS era. It also signals the effective teamwork between NOAA and NASA to launch and operate environmental satellites has worked for more than 40 years and will last well into the future.”

"Satellites like Suomi NPP are critical to the National Weather Service mission and improved decision support services," said Louis Uccellini, Ph.D., director of NOAA's National Weather Service. "These polar satellites provide an important dataset for the global earth observing system and will lead to improved forecasts out to three days in the future and beyond."

Suomi NPP was launched on October 28, 2011. In March 2012, Suomi NPP was commissioned and operations were transferred from the NASA Suomi NPP project to the NASA/NOAA JPSS program. Since that time, the Suomi NPP flight and ground teams at the JPSS program have worked to ensure the spacecraft, instruments and data products were operating successfully. NOAA began using data from one of the Suomi NPP instruments – the Advanced Technology Microwave Sounder -- on May 22, 2012, seven months after launch, nearly three times faster than previous missions.

Suomi NPP observes any given point on the Earth’s surface twice a day — once in daylight and once at night. It circles the planet in a north-south motion between the poles about 14 times a day, 512 miles above the surface. Once an orbit is complete, Suomi NPP sends its data to a ground station in Svalbard, Norway. The data is then routed to the NOAA Satellite Operations Facility in Suitland, Md. where it is processed and distributed. NOAA’s NWS incorporates the data into its weather prediction models that help generate medium-to-long range forecasts. The data is also available to users around the world via direct broadcast.

Vanessa Griffin, director of NOAA’s Office of Satellite and Product Operations said, “Our NOAA operations team is well trained, experienced and excited about taking over operations of the Suomi NPP satellite. We worked closely with the JPSS program to ensure the transition was smooth and transparent for our operational customers.”

NOAA’s Joint Polar Satellite System is America’s next generation polar-orbiting operational environmental satellite system. JPSS represents significant technological and scientific advances for more accurate weather forecasting to secure a more 'weather ready nation '— saving lives and property, while promoting economic prosperity. JPSS provides continuity for critical observations of our vast atmosphere, oceans, land, and cryosphere — the frozen areas of the planet. NOAA, working in partnership with NASA, ensures an unbroken series of global data for monitoring and forecasting environmental phenomena and understanding our Earth.

U.S. Power Squadrons renew cooperative charting program

This week, NOAA and the U.S. Power Squadrons, a non-profit organization dedicated to safe boating, will renew a 50-year commitment to a cooperative charting program that helps to update the nation’s thousands of navigational charts.

Under the voluntary program, formalized by a Memorandum of Agreement, members of the U.S. Power Squadrons scan water and land areas, looking for changing conditions that may not be reflected on NOAA nautical charts. Power Squadrons members submit their reports online, and NOAA cartographers review and incorporate changes to their navigation products.

“The partnership between Coast Survey and the Power Squadrons is a long and successful one, speaking to our shared vision of safety on U.S. waters,” said Rear Admiral Gerd Glang, director of NOAA’s Office of Coast Survey. “The cooperative charting program, originally formalized in 1963, continues an extremely cost-effective method for correcting chart errors that are the result of constantly changing coastlines and seafloors.”

Over the last ten years, Power Squadrons members have submitted more than 28,000 corrections to NOAA’s nautical charts and the United States Coast Pilot, a series of nautical books that cover a variety of information important to coastal and Great Lakes navigators. More than 4,000 members have submitted reports, adding their particular local knowledge to NOAA’s national effort to keep navigation materials accurate.

“I believe that our cooperative efforts with NOAA represent an ideal partnership between a volunteer organization and a federal agency,” says John Alter, chief commander of the U.S. Power Squadrons. “It gives our members a feeling of accomplishment and pride to see their contributions reflected in the latest nautical chart updates and provides a tangible benefit to being a United States Power Squadrons’ member.  This cooperative effort has stood the test of time, and we look forward to our continued commitment to this important civic service.”

Glang will attend the U.S. Power Squadrons’ annual meeting on Saturday. He and John Alter, chief commander of the U.S. Power Squadrons, will sign a new Memorandum of Agreement that updates and improves the cooperative charting program.

In 1963, the U.S. Coast and Geodetic Survey, one of NOAA's predecessor agencies, recognized the challenge of maintaining one thousand U.S. nautical charts ? covering 95,000 miles of coastline ? with the sparse resources at hand. Many charts would go uninspected by Coast Survey surveyors for decades, agency leaders acknowledged. To help remedy the situation, Coast Survey established the cooperative charting program so local Power Squadron members could check their local charts for accuracy and report discrepancies.

The U.S. Power Squadrons is a non-profit, educational organization dedicated to making boating safer and more enjoyable by teaching classes in seamanship, navigation and related subjects. The organization has nearly 40,000 members, in more than 400 squadrons across the country and in U.S. territories.

Tortugas marine reserve yields more, larger fish

A new NOAA research report finds that both fish populations and commercial and recreational anglers have benefited from “no-take” protections in the Tortugas Ecological Reserve in the Florida Keys National Marine Sanctuary.

The report, “An Integrated Biogeographic Assessment of Reef Fish Populations and Fisheries in Dry Tortugas: Effects of No-take Reserves,” is the first to evaluate how the 151-square nautical mile Tortugas Ecological Reserve affects the living marine resources of the region and the people whose livelihoods are connected to them.

The report’s analysis of long-term socioeconomic and scientific information found that after the ecological reserve was designated in 2001:

Overfished species such as black and red grouper, yellowtail and mutton snapper increased in presence, abundance and size inside the reserve and throughout the region;Annual gatherings of spawning mutton snapper, once thought to be wiped out from overfishing, began to reform inside the Reserve; Commercial catches of reef fish in the region increased, and continue to do so; andNo financial losses were experienced by regional commercial or recreational fishers;
“The findings in this report are good news for NOAA management efforts to enhance fisheries and other natural resources in the Florida Keys,” said Holly Bamford, Ph. D., NOAA assistant administrator for the National Ocean Service. “The results are equally important in other areas where NOAA science provides support to management decisions that are made to best utilize and protect our natural resources.”

To assess economic effects of the area closure, social scientists from NOAA’s Office of National Marine Sanctuaries and University of Massachusetts analyzed catch landings and revenues from commercial fishers (reef fish, shrimp, spiny lobster and king mackerel) and surveyed recreational fishing guides operating within the Tortugas region before and for five years after reserve protection.

“This research shows that marine reserves and economically viable fishing industries can coexist,” said Sean Morton, sanctuary superintendent. “The health of our economy is tied to the health of our oceans. They are not mutually exclusive.”

Key West commercial fishery landings had an estimated value of $56 million in 2011, up from $40 million in 2001, according to NOAA’s Fisheries of the United States reports. Ocean recreation and tourism support approximately 33,000 jobs in the Florida Keys.

Contributors to the report also included researchers from NOAA’s National Centers for Coastal Ocean Science, NOAA Fisheries Service, Southeast Fisheries Science Center, and University of Miami.

The 151-square nautical mile Tortugas Ecological Reserve was designated by the Florida Keys sanctuary in 2001, and its design involved extensive collaboration between commercial and recreational fishermen, divers, scientists, conservationists, citizens-at-large and resource managers. A warming world will further intensify extreme precipitation events

According to a newly-published NOAA-led study in Geophysical Research Letters, as the globe warms from rising atmospheric concentrations of greenhouse gases, more moisture in a warmer atmosphere will make the most extreme precipitation events more intense.

The study, conducted by a team of researchers from the North Carolina State University’s Cooperative Institute for Climate and Satellites-North Carolina (CICS-NC), NOAA’s National Climatic Data Center (NCDC), the Desert Research Institute, University of Wisconsin-Madison, and ERT, Inc., reports that the extra moisture due to a warmer atmosphere dominates all other factors and leads to notable increases in the most intense precipitation rates.

The study also shows a 20-30 percent expected increase in the maximum precipitation possible over large portions of the Northern Hemisphere by the end of the 21st century if greenhouse gases continue to rise at a high emissions rate.

“We have high confidence that the most extreme rainfalls will become even more intense, as it is virtually certain that the atmosphere will provide more water to fuel these events,” said Kenneth Kunkel, Ph.D., senior research professor at CICS-NC and lead author of the paper.

The paper looked at three factors that go into the maximum precipitation value possible in any given location: moisture in the atmosphere, upward motion of air in the atmosphere, and horizontal winds. The team examined climate model data to understand how a continued course of high greenhouse gas emissions would influence the potential maximum precipitation. While greenhouse gas increases did not substantially change the maximum upward motion of the atmosphere or horizontal winds, the models did show a 20-30 percent increase in maximum moisture in the atmosphere, which led to a corresponding increase in the maximum precipitation value.

The findings of this report could inform “design values,” or precipitation amounts, used by water resource managers, insurance and building sectors in modeling the risk due to catastrophic precipitation amounts. Engineers use design values to determine the design of water impoundments and runoff control structures, such as dams, culverts, and detention ponds.

“Our next challenge is to translate this research into local and regional new design values that can be used for identifying risks and mitigating potential disasters. Findings of this study, and others like it, could lead to new information for engineers and developers that will save lives and major infrastructure investments,” said Thomas R. Karl, L.H.D., director of NOAA’s NCDC in Asheville, N.C., and co-author on the paper.

Report finds increases in coastal population growth by 2020 likely, putting more people at risk of extreme weather

If current population trends continue, the already crowded U.S. coast will see population grow from 123 million people to nearly 134 million people by 2020, putting more of the population at increased risk from extreme coastal storms like Sandy and Isaac, which severely damaged infrastructure and property last year.

The projection comes from a new report released today from NOAA with input from the U.S. Census Bureau.

According to the report, which analyzed data from the 2010 census, 39 percent of the U.S. population is concentrated in counties directly on the shoreline -- less than 10 percent of the total U.S. land area excluding Alaska, and that 52 percent of the total population lives in counties that drain to coastal watersheds, less than 20 percent of U.S. land area, excluding Alaska. A coastal watershed is an area in which water, sediments, and dissolved material drain to a common coastal outlet, like a bay or the ocean.

The National Coastal Population Report: Populations Trends from 1970 to 2020, issued in partnership with the U.S. Census Bureau, updates and expands a 2004 report that detailed and projected coastal population trends from 1980 to 2008.

“People who live near the shore, and managers of these coastal communities, should be aware of how this population growth may affect their coastal areas over time,” said Holly Bamford, Ph.D., assistant NOAA administrator for the National Ocean Service. “As more people move to the coast, county managers will see a dual challenge -- protecting a growing population from coastal hazards, as well as protecting coastal ecosystems from a growing population.”

This report offers coastal managers and other users, for the first time, two perspectives on population growth along the U.S. coast -- the traditional perspective that looks at status and trends throughout counties that drain to coastal watersheds, called Coastal Watershed Counties, and a newer focus that focuses only on those counties that directly border the coast, including the Great Lakes.

“Understanding the demographic context of coastal areas is vital for our nation and helps us to meet the challenges of tomorrow. To help inform policymakers and the public through this report, the Census Bureau developed a new measure of coastal populations,” said James Fitzsimmons, assistant chief of the Census Bureau's population division.

Coastal population statistics in the overall total of 769 Coastal Watershed Counties provide context for coastal water quality and coastal ecosystem health related issues, and data from the 452 of those counties that lie directly on the shoreline, called Coastal Shoreline Counties, can be used to talk about coastal resilience, coastal hazards, and other ocean-resource dependent issues.

The coastal shoreline county data was developed with input from both the U.S. Census Bureau and the Federal Emergency Management Agency.

“Whether you’re talking about watershed counties or shoreline counties, the coast is substantially more crowded than the U.S. as a whole,” said report editor Kristen Crossett of NOAA’s National Ocean Service. “Population density in shoreline counties is more than six times greater than the corresponding inland counties. And the projected growth in coastal areas will increase population density at a faster rate than the country as a whole.”

The report also found that from 1970 to 2010, Coastal Shoreline Counties population increased by 39 percent, and Coastal Watershed Counties population increased by 45 percent.

The report is available on NOAA’s State of the Coast website, which provides quick facts and more detailed statistics through interactive maps, case studies, and management success stories that highlight what is known about coastal communities, coastal ecosystems, and the coastal economy and about how climate change might impact the coast.

New study suggests coral reefs may be able to adapt to moderate climate change

Coral reefs may be able to adapt to moderate climate warming, improving their chance of surviving through the end of this century, if there are large reductions in carbon dioxide emissions, according to a study funded by NOAA and conducted by the agency’s scientists and its academic partners. Results further suggest corals have already adapted to part of the warming that has occurred.

“Earlier modeling work suggested that coral reefs would be gone by the middle of this century. Our study shows that if corals can adapt to warming that has occurred over the past 40 to 60 years, some coral reefs may persist through the end of this century,” said study lead author Cheryl Logan, Ph.D., an assistant professor in California State University Monterey Bay’s Division of Science and Environmental Policy. The scientists from the university, and from the University of British Columbia, were NOAA’s partners in the study.

Warm water can contribute to a potentially fatal process known as coral “bleaching,” in which reef-building corals eject algae living inside their tissues. Corals bleach when oceans warm only 1-2°C (2-4°F) above normal summertime temperatures. Because those algae supply the coral with most of its food, prolonged bleaching and associated disease often kills corals.

The study, published online in the journal Global Change Biology, explores a range of possible coral adaptive responses to thermal stress previously identified by the scientific community. It suggests that coral reefs may be more resilient than previously thought due to past studies that did not consider effects of possible adaptation.

The study projected that, through genetic adaptation, the reefs could reduce the currently projected rate of temperature-induced bleaching by 20 to 80 percent of levels expected by the year 2100, if there are large reductions in carbon dioxide emissions.

“The hope this work brings is only achieved if there is significant reduction of human-related  emissions of heat-trapping gases,” said Mark Eakin, Ph.D., who serves as director of the NOAA Coral Reef Watch monitoring program, which tracks bleaching events worldwide. “Adaptation provides no significant slowing in the loss of coral reefs if we continue to increase our rate of fossil fuel use.”

“Not all species will be able to adapt fast enough or to the same extent, so coral communities will look and function differently than they do today,” CalState’s Logan said.

While this paper focuses on ocean warming, many other general threats to coral species have been documented to exist that affect their long-term survival, such as coral disease, acidification, and sedimentation. Other threats to corals are sea-level rise, pollution, storm damage, destructive fishing practices, and direct harvest for ornamental trade.

According to the Status of Coral Reefs of the World: 2000 report, coral reefs have been lost around the world in recent decades with almost 20 percent of reefs lost globally to high temperatures during the 1998-1999 El Niño and La Niña and an 80 percent percent loss of coral cover in the Caribbean was documented in a 2003 Science paper. Both rates of decline have subsequently been documented in numerous other studies as an on-going trend.

Tropical coral reef ecosystems are among the most diverse ecosystems in the world, and provide economic and social stability to many nations in the form of food security, where reef fish provide both food and fishing jobs, and economic revenue from tourism. Mass coral bleaching and reef death has increased around the world over the past three decades, raising questions about the future of coral reef ecosystems.

In the study, researchers used global sea surface temperature output from the NOAA/GFDL Earth System Model-2 for the pre-industrial period though 2100 to project rates of coral bleaching.

Because initial results showed that past temperature increases should have bleached reefs more often than has actually occurred, researchers looked into ways that corals may be able to adapt to warming and delay the bleaching process.

The article calls for further research to test the rate and limit of different adaptive responses for coral species across latitudes and ocean basins to determine if, and how much, corals can actually respond to increasing thermal stress.

In addition to Logan, the other authors of the paper were John Dunne, NOAA Geophysical Fluid Dynamics Laboratory; Eakin, NOAA’s Coral Reef Watch; and Simon Donner, Department of Geography at the University of British Columbia. NOAA’s Coral Reef Conservation Program funded the study.

The deep­sea soft-sediment ecosystem in the immediate area of the 2010’s Deepwater Horizon well head blowout and subsequent oil spill in the Gulf of Mexico will likely take decades to recover from the spill’s impacts, according to a scientific paper reported in the online
scientific journal PLoS One.

The paper is the first to give comprehensive results of the spill’s effect on deep­water
communities at the base of the Gulf’s food chain, in its soft­bottom muddy habitats, specifically
looking at biological composition and chemicals at the same time at the same location.

“This is not yet a complete picture,” said Cynthia Cooksey, NOAA’s National Centers for Coastal
Ocean Science lead scientist for the spring 2011 cruise to collect additional data from the sites
sampled in fall 2010. “We are now in the process of analyzing data collected from a subsequent
cruise in the spring of 2011. Those data will not be available for another year, but will also
inform how we look at conditions over time.”

“As the principal investigators, we were tasked with determining what impacts might have occurred to the sea floor from the Deepwater Horizon oil spill,” said Paul Montagna, Ph.D., Endowed Chair for Ecosystems and Modeling at the Harte Research Institute for Gulf of Mexico Studies, Texas A&M University­Corpus Christi. “We developed an innovative approach to combine tried and true classical statistical techniques with state of the art mapping technologies to create a map of the footprint of the oil spill.”

“Normally, when we investigate offshore drilling sites, we find pollution within 300 to 600 yards
from the site,” said Montagna. “This time it was nearly two miles from the wellhead, with identifiable impacts more than ten miles away. The effect on bottom of the vast underwater plume is something, which until now, no one was able to map. This study shows the devastating effect the spill had on the sea floor itself, and demonstrates the damage to important natural resources.”

“The tremendous biodiversity of meiofauna in the deep­sea area of the Gulf of Mexico we studied has been reduced dramatically,” said Jeff Baguley, Ph.D., University of Nevada, Reno expert on meiofauna, small invertebrates that range in size from 0.042 to 0.300 millimeters in size that live in both marine and fresh water. “Nematode worms have become the dominant group at sites we sampled that were impacted by the oil. So though the overall number of meiofauna may not have changed much, it’s that we’ve lost the incredible biodiversity.”

The oil spill and plume covered almost 360 square miles with the most severe reduction of
biological abundance and biodiversity impacting an area about 9 square miles around the wellhead, and moderate effects seen 57 square miles around the wellhead.

The research team, which included members from University of Nevada,Reno, Texas A&M University­Corpus Christi, NOAA’s National Centers for Coastal Ocean Science and representatives from BP, is conducting the research for the Technical Working Group of the NOAA­directed Natural Resource Damage Assessment.

Clouds over the central Greenland Ice Sheet last July were “just right” for driving surface temperatures there above the melting point, according to a new study by scientists at NOAA and the Universities of Wisconsin, Idaho and Colorado. The study, published today in Nature, found that thin, low-lying clouds allowed the sun’s energy to pass through and warm the surface of the ice, while at the same time trapping heat near the surface of the ice cap. This combination played a significant role in last summer's record-breaking melt.

“Thicker cloud conditions would not have led to the same amount of surface warming,” said Matthew Shupe, research meteorologist with NOAA’s Cooperative Institute for Research in Environmental Sciences at the University of Colorado and the NOAA Earth System Research Laboratory. “To understand the region’s future, you’ll need to understand its clouds. Our finding has implications for the fate of ice throughout the Arctic.”

Scientists around the world are trying to understand how quickly Greenland is warming because ice melt there contributes to sea level rise globally. The Greenland Ice Sheet is second only to Antarctica in ice volume. In July, more than 97 percent of the Greenland Ice Sheet surface experienced some degree of melting, including at the National Science Foundation’s Summit Station, high atop the ice sheet. According to ice core records, the last time the surface at Summit experienced any degree of melting was in 1889, but it is not known whether this extended across the entire ice sheet.

To investigate whether clouds contributed to, or counteracted, the surface warming that melted the ice, the authors modeled the near-surface conditions. The model was based on observations from a suite of sophisticated atmospheric sensors operated as part of a study called the Integrated Characterization of Energy, Clouds, Atmospheric State and Precipitation at Summit.

“The July 2012 ice melt was triggered by an influx of unusually warm air sweeping in from North America, but that was only one factor,” said David Turner, research meteorologist with the NOAA National Severe Storms Laboratory and one of the lead investigators. “In our paper, we show that low-lying clouds containing a low amount of condensed water were instrumental in pushing surface air temperatures up above freezing and causing the surface ice to melt.”

Clouds can cool the surface by reflecting solar energy back into space, and can warm it by radiating heat energy back down to the surface. The balance of those two processes depends on many factors, including wind speed, turbulence, humidity and cloud “thickness,” or liquid water content.

In certain conditions, these clouds can be thin enough to allow some solar radiation to pass through, while still “trapping” infrared radiation at ground level. That is exactly what happened last July: the clouds were just right for maximum surface warming. Thicker clouds would have reflected away more solar radiation; thinner ones couldn’t have trapped as much heat, and in either of those cases, there would have been less surface warming.

The researchers also found these thin, low-lying liquid clouds occur 30 to 50 percent of the time in summer, both over Greenland and across the Arctic. Current climate models tend to underestimate their occurrence in the Arctic, which limits those models’ ability to predict how clouds and their warming or cooling effects may respond to climate change.

“The cloud properties and atmospheric processes observed with the Summit Station instrument array provide a unique dataset to answer the large range of scientific questions we want to address,” said Turner. “Clouds play a big role in the surface mass and energy budgets over the Greenland Ice Sheet. Melting of the world’s major ice sheets can significantly impact human and environmental conditions via its contribution to sea-level rise.”

Better understanding of clouds also improves climate models.

“Our results may help to explain some of the difficulties that current global climate models have in simulating the Arctic surface energy budget, including the contributions of clouds,” said Ralf Bennartz, lead author for the study and professor at the University of Wisconsin-Madison. “Above all, this study highlights the importance of continuous and detailed ground-based observations over the Greenland Ice Sheet and elsewhere. Only such detailed observations will lead to a better understanding of the processes that drive Arctic climate.”

Free nautical 'BookletCharts' available for boaters

One of NOAA's handiest navigation products, especially for recreational boaters, has been Coast Survey's experimental BookletCharts™ -- nautical charts that are easy to download and print from home computers. Coast Survey has now moved the BookletCharts from experimental stage into official production. Nearly a thousand newly updated BookletCharts are available free on the Web.

NOAA's new official BookletCharts cover the 95,000 miles of U.S. coastline and the Great Lakes. The BookletCharts contain most of the information found on NOAA's full-scale nautical charts, but it is presented as reduced-scale.

"It is especially appropriate that we unveil these easy-to-use nautical charts as recreational boaters begin to think about their boating adventures for 2013," said Capt. Jon Swallow, chief of NOAA Coast Survey's Navigation Services Branch. "NOAA's nautical charts help to protect lives and property, and boaters should take advantage of these free nautical products."

"Many boaters don't use nautical charts, trusting local knowledge or their memories. But that can be dangerous, as seafloors constantly shift, shorelines erode, and dangers to navigation are discovered," Swallow said. "BookletCharts will tell a boater about these developments, and will help ensure a safe voyage, whether it is around the bay or down the coast."

Since the Booklet Charts are easy to access from the Web, easy to print, and easy to carry in a pocket, NOAA officials hope that tens of millions of recreational boaters who may not normally use charts will use these.

Several years ago, the Office of Coast Survey introduced experimental BookletCharts as PDFs in an 8½-by-11 inch format, to test public demand and use. The product has been tremendously successfully, receiving kudos by recreational boaters and boating organizations. Coast Survey has subsequently upgraded the chart displays and navigational information for the official product.

While BookletCharts are great for recreational use, they do not fulfill chart carriage requirements for regulated commercial vessels under Titles 33 and 46 of the Code of Federal Regulations.

NOAA's Office of Coast Survey, originally formed by President Thomas Jefferson in 1807, updates the nation's nautical charts, surveys the coastal seafloor, responds to maritime emergencies and searches for underwater obstructions and wreckage that pose a danger to navigation. Holly A. Bamford, Ph.D., has been named the new assistant NOAA administrator for the agency’s National Ocean Service, succeeding David M. Kennedy who was named the new NOAA deputy under secretary for operations. Prior to her appointment, Bamford served as deputy assistant administrator for NOS.

“Holly not only brings strong scientific credentials to this position, but she also has significant leadership and management expertise. She is particularly well qualified for this position and I'm confident in her ability to lead NOS as it works to support healthy communities and economies,” said Jane Lubchenco, Ph.D., under secretary of commerce for oceans and atmosphere and NOAA administrator.

“It’s an honor to have been selected for this position,” said Bamford. “The National Ocean Service boasts a diverse portfolio of highly dedicated and extremely knowledge professionals who run excellent programs that serve Americans every day. As deputy assistant administrator, beginning in 2011, she managed the financial and business operations while improving the agency’s performance to meet its ocean science and service missions. During that tenure, she also led a comprehensive review of headquarters functions that identified efficiencies and oversaw implementation of the recommended changes that resulted in enhanced operations and program coordination. 

As the first director of NOAA’s Marine Debris Program in the Office of Response and Restoration, she brought national recognition to the program and the issues related to marine debris, accomplishments that were recognized with a NOAA Administrator’s Award in 2008. Through her work as marine debris director and division chief, Bamford has served on a number of scientific and advisory committees and presented at a number of national and international meetings, academic institutions, as well as addressed the public through national media outlets including CNN, ABC, PBS NewsHour, Good Morning America, Rolling Stone, People, and the Wall Street Journal. 

Her work in establishing the coordinated federal interagency marine debris effort and in addressing the issues behind the “Great Pacific Garbage Patch” earned her finalist status in 2010 for the prestigious Samuel J. Heyman Service to America Medal and was highlighted by the Washington Post in its December 21, 2009 Federal Player Profile column.

Bamford has also served on a number of science and advisory committees, including chairperson of the Federal Interagency Marine Debris Coordinating Committee, the U.S. EPA Chesapeake Bay Program Scientific and Technical Advisory Committee, the Potomac Advisory Council, a member of the U.S. delegation at the sixth session of the Law of the Sea, and at the 2007 Ocean Policy Forum in South Korea. 

Throughout her academic and federal service, Bamford has received a number of prestigious awards for the demonstration of exceptional management, leadership, and partnership skills, including a NOAA Bronze Medal, two NOAA Administrator’s Awards, two Coastal America Presidential Partnership Awards, and the U.S. Environmental Protection Agency Gulf Guardian Award.

After graduating from Franklin and Marshall College in 1993 with an undergraduate degree in business administration, Bamford earned both her master’s degree and doctorate in environmental chemistry from the University of Maryland, quantifying the physical and chemical processes that control the transport and fate of organic contaminants. She also spent time as a guest researcher at the National Institute of Standards and Technology developing analytical methods to detect trace organic contaminants in water and air particles.  

Bamford has a number of peer-reviewed publications that have been widely referenced in the field of environmental chemistry and water quality, including papers in Environmental Science & Technology, Atmospheric Environment, and Environmental Toxicology & Chemistry. In her first position at NOAA, Bamford served as a senior member of the Office of Oceanic and Atmospheric Research executive scientific support team.

Coastal communities should become TsunamiReady® during Tsunami Preparedness Week, March 24-30

NOAA and state and federal agencies that participate in the National Tsunami Hazard Mitigation Program are partnering again this year for National Tsunami Preparedness Week, March 24 - 30.  During the week, NOAA urges coastal residents and visitors to be prepared for a tsunami and encourages communities to become TsunamiReady.

 “Improvements in the accuracy and timeliness of tsunami warnings and the way we communicate the threat will help the public stay safe,” said Dr. Louis Uccellini, director of NOAA's National Weather Service. “But this information can save lives and property only if individuals and communities know when and how to take proper action. Collective and individual preparedness is key to building a Weather-Ready Nation.”

NOAA, the lead agency for tsunami detection and warnings in the United States, manages an expanded network of tide gauges and tsunami buoys and monitors seismic stations throughout the world’s oceans to detect tsunamis. If a tsunami threat is detected, NOAA tsunami warning centers broadcast alerts over an advanced telecommunications infrastructure.

Communication and education are important parts of the tsunami warning system. Through NOAA’s TsunamiReady program, the National Weather Service works with communities to complete a set of rigorous guidelines necessary to become better prepared for a tsunami. Actions include developing a tsunami safety plan and communications infrastructure, installing tsunami hazard zones and evacuation signs, as well as actively promoting tsunami safety through public awareness activities and training.  Becoming TsunamiReady can help minimize loss to a community.

Everyone can prepare for tsunamis by following these guidelines:

$3.5 million awarded to help two states address effects of climate change

Arizona and New Mexico will receive $3.5 million in grants from NOAA over five years to help them prepare for and adapt to climate variability and change. Seven smaller grants for one- and two-year projects were also awarded this week.

The Regional Integrated Sciences and Assessments (RISA) funds will go toward projects such as helping New Mexico departments of health and environment to research whether dust levels in a changing climate will affect valley fever, a regional infectious pulmonary disease. The grants will also help drought agencies in both states incorporate climate information into their planning and implementation.

“The southwest United States has the fastest growing population in the nation, yet cities and tribal lands in Arizona and New Mexico are severely affected by drought. These projects will help people understand and make decisions to minimize the risks associated with changing water resources and other challenges posed by a changing climate,” said Richard D. Rosen, acting director of NOAA’s Climate Program Office. “NOAA's smaller awards focused on partnerships between RISA teams and other research and decision making institutions are a valuable mechanism for regional coordination." 

RISA, a program of the Climate Program Office within NOAA’s Office of Oceanic and Atmospheric Research, enables local-level interdisciplinary research needed to tackle big challenges such as impacts to water, food, infrastructure, and ecosystems. The program strengthens NOAA’s climate efforts by bringing academic and federal science and service communities together.

The RISA award in the southwest goes to the Climate Assessment for the Southwest (CLIMAS), a research consortium at the universities of Arizona and New Mexico. CLIMAS plans to advance long-standing collaborations with water utilities, state and local governments, land and wildlife managers, extension services, nongovernmental organizations, and the private sector. Its work addresses regional water sustainability, the intersection of climate and human health, economic tradeoffs and opportunities related to water, and socially vulnerable populations.

"The approach we've developed over our 14-year partnership with NOAA has been to work closely with the people of the southwest to identify and address research questions that are important to the region," said Daniel Ferguson, CLIMAS program director. "This approach ensures our work is timely and relevant for public and private sector stakeholders throughout the region so they have the best information available to make vital resource allocation and planning decisions."

NOAA also announced seven multi-year awards totalling $600,000 to existing RISA research teams to encourage collaboration with federal and non-federal partners on climate adaptation. Award funds for years two and beyond are subject to the availability of annual appropriations.

These awards were coordinated with the interagency United States Global Change Research Program, which leads the US National Climate Assessment. For example, the Pacific Islands RISA will work with the Pacific Islands Department of the Interior Climate Science Center to map the flow of climate and water information throughout stakeholder networks in that region.

Prepare for severe weather - Be a Force of Nature: know your risk, take action, be an example

NOAA and the Federal Emergency Management Agency (FEMA) have partnered again this year for National Severe Weather Preparedness Week, March 3 to 9. During the week, NOAA and FEMA are calling on people across the country to Be a Force of Nature in their communities by preparing for severe weather and encouraging others to do so as well. 

Severe weather is far more common than most realize. The five most dangerous severe weather hazards -- tornadoes, hurricanes, lightning, floods and winter storms, can be powerful and damaging. While spring is considered the height of season, severe weather occurs in every month of the year and in all 50 states. In 2012, there were more than 450 weather related fatalities and more than 2,600 injuries.

“Improvements in the accuracy and timeliness of forecasts and warnings, and the way we communicate weather threats are helping the public stay safe,” said Dr. Louis Uccellini, director of NOAA's National Weather Service. “But this information can save lives and property only if individuals and communities know when and how to take proper action. Preparing for severe weather is a component of building a Weather-Ready Nation and is a national priority.” 

“Severe weather can happen anytime, anywhere,” said FEMA Administrator Craig Fugate. “We urge everyone to take steps in advance and to pledge to prepare, take action and share what you have done with others. You can find information on how to prepare for severe weather at Ready.gov.”

Be a Force of Nature - Every one of us can help our communities prepare for extreme weather by following these guidelines:

Know Your Risk:  The first step to becoming weather-ready is to understand the type of hazardous weather that can affect where you live and work, and how the weather could impact you and your family. Every state in the United States has experienced tornadoes and severe weather, so everyone is exposed to some degree of risk. Check the weather forecast regularly and visit Ready.gov/severeweather to learn more about how to be better prepared and how you can protect your family when severe weather strikes. Take Action, Pledge to Prepare: Be a Force of Nature by making sure that you and your family are prepared for severe weather. Pledge to prepare at Ready.gov. Fill out your family communications plan that you can email to yourself, put together an emergency kit, and keep important papers and valuables in a safe place.
Stay informed by having multiple sources for weather alerts such as a NOAA Weather Radio, Weather.gov, and Wireless Emergency Alerts. And, sign up for localized alerts from emergency management officials.

Be an example: Once you have taken action Be a Force of Nature by telling family, friends, and co-workers to do the same. Share the resources and alert systems you discovered through your social media network. Create a preparedness video and post on a video sharing site; post your story through your social media network and comment on a blog. Technology today makes it easier than ever to be a good example and share the steps you took to help us achieve the vision of a Weather-Ready Nation.

According to a new technical report, the effects of climate change will continue to threaten the health and vitality of U.S. coastal communities’ social, economic and natural systems. The report, Coastal Impacts, Adaptation, and Vulnerabilities: a technical input to the 2013 National Climate Assessment, authored by leading scientists and experts, emphasizes the need for increased coordination and planning to ensure U.S. coastal communities are resilient against the effects of climate change.

The recently-released report examines and describes climate change impacts on coastal ecosystems and human economies and communities, as well as the kinds of scientific data, planning tools and resources that coastal communities and resource managers need to help them adapt to these changes.

“Sandy showed us that coastal states and communities need effective strategies, tools and resources to conserve, protect, and restore coastal habitats and economies at risk from current environmental stresses and a changing climate,” said Margaret A. Davidson of NOAA’s Office of Ocean and Coastal Resource Management and co-lead author of the report. “Easing the existing pressures on coastal environments to improve their resiliency is an essential method of coping with the adverse effects of climate change.”

A key finding in the report is that all U.S. coasts are highly vulnerable to the effects of climate change such as sea-level rise, erosion, storms and flooding, especially in the more populated low-lying parts of the U.S. coast along the Gulf of Mexico, Mid-Atlantic, northern Alaska, Hawaii, and island territories. Another finding indicated the financial risks associated with both private and public hazard insurance are expected to increase dramatically.

“An increase in the intensity of extreme weather events such as storms like Sandy and Katrina, coupled with sea-level rise and the effects of increased human development along the coasts, could affect the sustainability of many existing coastal communities and natural resources,” said Virginia Burkett of the U.S. Geological Survey and co-lead author of the report.

The authors also emphasized that storm surge flooding and sea-level rise pose significant threats to public and private infrastructure that provides energy, sewage treatment, clean water and transportation of people and goods. These factors increase threats to public health, safety, and employment in the coastal zone.

The report’s authors noted that the population of the coastal watershed counties of the U.S. and territories, including the Great Lakes, makes up more than 50 percent of the nation’s population and contributed more than $8.3 trillion to the 2011 U.S. economy but depend on healthy coastal landforms, water resources, estuaries and other natural resources to sustain them. Climate changes, combined with human development activities, reduce the ability of coasts to provide numerous benefits, including food, clean water, jobs, recreation and protection of communities against storms.

Seventy-nine federal, academic and other scientists, including the lead authors from the NOAA and USGS, authored the report which is being used as a technical input to the third National Climate Assessment — an interagency report produced for Congress once every four years to summarize the science and impacts of climate change on the United States.

Other key findings of the report include:

Expected public health impacts include a decline in seafood quality, shifts in disease patterns and increases in rates of heat-related morbidity.Changes in the location and the time of year when storms form can lead to large changes in where storms land and the impacts of storms. Any sea-level rise is virtually certain to exacerbate storm-surge and flooding related hazards.Because of changes in the hydrological cycle due to warming, precipitation events (rain, snow) will likely be heavier. Combined with sea-level rise and storm surge, this will increase flooding severity in some coastal areas, particularly in the Northeast.Temperature is primarily driving environmental change in the Alaskan coastal zone. Sea ice and permafrost make northern regions particularly susceptible to temperature change. For example, an increase of two degrees Celsius during the summer could basically transform much of Alaska from frozen to unfrozen, with extensive implications.As the physical environment changes, the range of a particular ecosystem will expand, contract or migrate in response. The combined influence of many stresses can cause unexpected ecological changes if species, populations or ecosystems are pushed beyond a tipping point.Although adaptation planning activities in the coastal zone are increasing, they generally occur in an ad-hoc manner and are slow to be implemented. Efficiency of adaptation can be improved through more accurate and timely scientific information, tools, and resources, and by integrating adaptation plans into overall land use planning as well as ocean and coastal management.An integrated scientific program will reduce uncertainty about the best ways coastal communities can to respond to sea-level rise and other kinds of coastal change. This, in turn, will allow communities to better assess their vulnerability and to identify and implement appropriate adaptation and preparedness options.

Working with 10 nations to address illegal, unreported, and unregulated fishing and stem the bycatch of protected species

As part of its overall efforts to ensure that the U.S. fishing industry isn’t undermined by unsustainable or illegal activities, NOAA today submitted a Congressionally mandated report identifying 10 nations whose fishing vessels engaged in illegal, unreported, and unregulated (IUU) fishing in 2011 or 2012, or had ineffective measures to prevent the unintended catch of protected species in 2012.

IUU fishing undermines international efforts to sustainably manage and rebuild fisheries and creates unfair market competition for fishermen who adhere to strict conservation measures, like those in the United States. IUU fishing can devastate fish populations and their productive marine habitats, threatening food security and economic stability. Independent experts have estimated economic losses worldwide from IUU fishing to be between $10 billion and $23 billion annually.

“NOAA’s international fisheries work is critical to the economic viability of U.S. fishing communities and the protection of U.S. jobs,” said Russell Smith, NOAA deputy assistant secretary for international fisheries. “This is about leveling the playing field for fishermen around the world, and IUU fishing represents one of the biggest threats to the U.S. fishing industry. Seafood is a global business, and U.S. fishermen following the rules should not have to compete with those using illegal or unsustainable fishing practices.”

The U.S. will soon start consultations with each of the 10 nations — Colombia, Ecuador, Ghana, Italy, Mexico, Panama, the Republic of Korea, Spain, Tanzania, and Venezuela — to encourage them to take action to address IUU fishing and bycatch by their fishermen.

All 10 nations identified in this year’s report had vessels that did not comply in 2011 and/or 2012 with conservation and management measures required under a regional fishery management organization to which the United States is a party. Mexico was also identified for ineffective management of the bycatch of North Pacific loggerhead sea turtles, which travel between Japan and Mexico through Hawaiian waters, and are endangered under the U.S. Endangered Species Act.

“As one of the largest importers of seafood in the world, the United States has a global responsibility and an economic duty to ensure the fish we import is caught sustainably and legally,” said Sam Rauch, deputy assistant administrator for NOAA’s Fisheries Service. “We look forward to working with these nations to encourage their compliance, and we will continue to work with our partners to detect and combat illegal practices.”

All six of the nations identified in the previous 2011 Biennial Report to Congress (Colombia, Ecuador, Italy, Panama, Portugal, and Venezuela) have addressed the instances by taking strong actions like sanctioning vessels, adopting or amending laws and regulations, or improving monitoring and enforcement. Each of these six nations now has a positive certification for their 2011 identified activities. However, a nation positively certified for action taken since the last report may be listed again as engaged in IUU fishing if new issues are identified, as is the case in this report.

If a nation fails to take appropriate action to address the instances of illegal fishing or bycatch activities described in the report, that nation’s fishing vessels may be denied entry into U.S. ports, and imports of certain fish or fish products from that nation into the United States may be prohibited. The United States is second only to China in the amount of seafood it imports. NOAA’s latest figures showed that 91 percent of the 4.7 billion pounds of seafood consumed in the United States in 2011 was imported.

Today’s report is a requirement of the High Seas Driftnet Fishing Moratorium Protection Act, as amended by the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act and the Shark Conservation Act. To read the report, go to http://www.nmfs.noaa.gov/ia.

The report is prepared by NOAA Fisheries’ Office of International Affairs, which also works with the nations identified to resolve IUU issues. In addition, NOAA’s Office of Law Enforcement works with foreign law enforcement and fisheries officials to investigate illegal trafficking, illegal imports, and IUU fishing, and it routinely partners with U.S. Customs and Border Protection and the U.S. Coast Guard. NOAA Law Enforcement and the Coast Guard also work together to ensure that U.S.-flagged vessels are complying with the law.

The foreign fishing vessel Marshalls 201 runs from the U.S. Coast Guard Cutter Walnut in September 2006 while still in U.S. waters. After the vessel was stopped and boarded, U.S. Coast Guard personnel determined the Marshalls 201 did not possess the proper permits to fish within U.S. waters and contained approximately 500 metric tons of tuna on board. The vessel and catch were seized and escorted to Guam for prosecution. The owner pled to one count and paid a penalty of $500,000.

Today, NOAA also issued final regulations to implement the international provisions of the Shark Conservation Act. These regulations specify the procedures for identifying and certifying nations whose vessels catch sharks on the high seas. They also amend the definition of IUU fishing to help ensure a comprehensive approach to addressing unsustainable fisheries activities of greatest concern to the United States.

2013 Space Achievement Award

NOAA received the prestigious 2013 Space Achievement Award today from the Space Foundation “for its use of space-based systems in making life-saving predictions and issuing early warnings of calamitous weather conditions.”

Sandy MacDonald, director of NOAA’s Earth Systems Research Laboratory in Boulder, Colo., accepted the award on behalf of NOAA at the Space Foundation’s 29th National Space Symposium in Colorado Springs.

“For all of the hard-working scientists, researchers and engineers at NOAA, receiving this award is a high honor coming from such a distinguished organization,” MacDonald said. “NOAA will continue to stay true to its mission of protecting lives and property, while helping to increase our understanding of the dynamic changes occurring within Earth's environment.”

Each year, the Space Foundation presents the Space Achievement Award to an individual or organization for significant contributions in advancing the exploration, development or use of space.

“While most people recognize the value of weather predictions, many don’t realize how NOAA uses space assets to determine the severity and risks of approaching weather events,” said Elliot Pulham, CEO of the Space Foundation in a press release to announce the award.

Effects of arctic oil and gas activities on marine mammals and Alaska native communities

NOAA announced today that it is seeking comments on a supplemental draft environmental impact statement (EIS) for oil and gas activities in the Arctic Ocean. The draft, developed in collaboration with the Department of the Interior?s Bureau of Ocean Energy Management (BOEM), includes analysis on how a broader range of potential offshore oil and gas activities could affect the environment, with a specific focus on marine mammals and the Alaska Native communities that depend on the animals for food and cultural traditions.

The Obama Administration?s priority is ensuring that any development activities in the Arctic take place responsibly and will hold any future activities to the highest standards.

The environmental review addresses potential effects from both exploratory drilling and geological and geophysical (G&G) surveys, such as seismic surveys, in the Chuchki and Beaufort seas. After releasing the initial draft environmental impact statement for public comment in December 2011, NOAA and BOEM broadened the scope of analysis in light of comments from stakeholders. The initial EIS analyzed the effects of up to two exploratory drilling programs per year in both the Chukchi and Beaufort seas. The supplemental draft EIS analyzes the effects of up to four drilling programs per year in each area. The revised draft also expands discussion of mitigation measures designed to reduce the effects of offshore oil and gas activities on marine mammals and marine mammal subsistence users.

?We know how important marine mammals are to healthy Arctic ecosystems and the people who depend on them,? said Sam Rauch, deputy assistant NOAA administrator for NOAA?s Fisheries Service. ?NOAA scientists are working hard to learn as much as we can about how oil and gas activities impact marine mammals. We will continue to work with our partners to develop and put into place strong mitigation measures that will help lessen the impacts of these and other activities in our oceans.?

The supplemental draft EIS looks at measures NOAA could adopt when issuing incidental take authorizations under the Marine Mammal Protection Act. The act provides for the incidental and unintentional take of small numbers of marine mammals by U.S. citizens, if these actions will have only a negligible effect on the species and will not reduce the availability of the marine mammals to the Alaska natives who rely on them. As part of its supplemental analysis, NOAA examined various measures to minimize potential harmful effects from sound, accidental discharge of pollutants including oil, and the presence of vessels that will be part of these oil and gas operations, such as closing areas to exploration during whale migration and feeding and during traditional whale and seal hunts.

The supplemental draft, which builds on the earlier draft EIS, is available for comment for 60 days, through Tuesday, May 28. NOAA will also host a series of public meetings during the week of April 8, 2013, to provide additional opportunities for comment. More information is available on the NOAA Fisheries website.

NOAA will incorporate public comments and any new information received during the public comment period, and expects to issue the final EIS in early 2014. NOAA will use the final EIS to help make decisions concerning incidental take authorizations that allow unintentional take of small numbers of marine mammals during oil and gas exploration activities in the U.S. Beaufort and Chukchi seas in 2014 and beyond. The EIS will also support BOEM, the agency with jurisdiction over offshore leasing and planning, in making its decisions, pursuant to the Outer Continental Shelf Lands Act.
